Generally, the prescaler circuit drops the HF signal to an operating frequency at a lower level. If you start with 32 MHz but need only 8 MHz, the prescaler circuit will divide by 4 the 32 MHz signal

Modems used to dial up to AOL in days past, were actually converting digital signals to analog. Modems facilitated sending digital signals over analog lines. If a device converts digital to analog, it is a DAC, but if it converts analog to digital, it is an ADC.
